In the article author analyses one of the priorities of the development of Latvia - economic growth, which is formulated in the National Development Plan, covering one of aspects - the outstanding business environment. The trends of the outstanding business environment include a coherent regulatory framework, therefore the author provides an analysis of the role of the Constitutional Court in achieving this aim. First of all, it has been concluded that it is a responsibility of the legislator to pass legal acts which correspond to the Constitution. A coherent regulatory framework can form norms, which do not contradict the constitutional regulation of a state. By analysing Constitutional Court practice in 2014 or cases, which were initiated by applications of legal persons and where challenged norms were declared as unconstitutional, the author points out the problematic of business environment in Latvia, as well as presents conclusions about real possibilities to defend violated fundamental rights of legal persons.
