By June 2003, with Iraq under their occupation and resistance growing, Washington D.C. and London, England wanted more than verbal support, other countries were leaned upon or offered inducements to commit people on the ground in Iraq who would relieve the pressure upon the U.S. and British forces. Thus the most promising areas for recruitment were East European states formerly under communist governments and East Asian countries with relatively small Muslim populations and no strong historic ties to the Middle East. In each of these countries, there is public opposition to government policy, but the opportunities for voicing it vary.
