- Abstract: The aim of this article is to answer the question to what extent the applicable solutions in Poland concerning support of the disabled and their families lead to their social inclusion. Based on the analysis of some selected spheres of life the diagnosis of life situation of families with the disabled persons has been made in the last some years. It is very difficult, social disability model assumptions are not realised in practice though they are entered in a lot of formal documents. Social policy towards the disabled and their families should be reconstructed starting from the change of the dominant paradigm. It should not be seen only as cost, burden on the public finances but it ought to be considered as investment in human capital, long-term activity of cross-sectoral intities which aim is to gain results in the future according to investment principle stating that measures are taken and resources dedicated to obtain the "reimbursement". Current standards in the European Union also obligate us to these changes. [ABSTRACT FROM AUTHOR]
- Abstract: Celem opracowania jest próba odpowiedzi na pytanie, na ile aktualnie obowiązujące w Polsce rozwiązania w zakresie wspierania osób niepełnosprawnych i ich rodzin prowadzą do ich inkluzji społecznej. Na podstawie analizy kilku wybranych sfer życia dokonuje się diagnozy sytuacji życiowej rodzin z osobami niepełnosprawnymi. Jest ona bardzo trudna, w praktyce nie są bowiem realizowane założenia społecznego modelu niepełnosprawności, które są zapisywane w wielu oficjalnych dokumentach. Zachodzi potrzeba zasadniczej przebudowy polityki społecznej wobec osób niepełnosprawnych i ich rodzin, począwszy od zmiany dominującego paradygmatu. Należy odejść od postrzegania jej jedynie jako kosztu i obciążenia dla finansów publicznych i zacząć ją traktować jako inwestycję w kapitał ludzki, długookresową działalność wielosektorowych podmiotów nastawionych na osiąganie rezultatów w przyszłości, w myśl zasady inwestowania, mówiącej, że podejmuje się działania i angażuje środki po to, aby uzyskać odpowiedni zwrot w przyszłości. Do podjęcia takich zmian zobowiązują nas też standardy UE. [ABSTRACT FROM AUTHOR]
