      Many groups in the U.S. are calling for more controls on television programming. Since all viewers are forced either to watch the small selection of available programs or not to watch television at all, pro-censorship groups reason that programs ought to be "safe" enough for any audience. However, the society is about to enter a new phase of media development where extant technology will invalidate the necessity for mass audiences. Policies which regulate programming are difficult to formulate because they may conflict with the First Amendment and with Section 326 of the Communications Act of 1934 which forbids Federal Communications Commission censorship.
