Comparison of the number of charities and tax-exempt organizations in American with the number of Internal Revenue Service employees monitoring them, suggesting a system with a potential for abuse; Increase in the amount of charitable giving from 1992 to 2002, according to Giving USA, a report compiled by American Association of Fundraising Counsel Trust for Philanthropy; Nonprofit groups that have been involved in improprieties, including the United Way, the Nature Conservancy and PipeVine; View that regulation of nonprofit sector is failing.
