From the national to the international scene. Payments for Environmental Services, anemerging "new" public policy instrument. (English)

The article analyzes the internationalization of a widely promoted policy instrument in environmental arenas: Payments for Environmental Services (PES). We show that PES were developed in Costa Rica in a specific context and for specific purposes, and that policy entrepreneurs promoted PES on the international scene by presenting them as market-based instruments for biodiversity. Yet in practice, Payments for Environmental Services cover a variety of devices in which governments, institutions and the regulatory framework are often central. However, PES emerged in a period when development and conservation policies were searching for "new" instruments. PES therefore benefited from the opening of a window of opportunity that accounts for their success in international policy arenas. [ABSTRACT FROM AUTHOR]

L'article analyse le passage à l'international d'un instrument de politique publique largement promue dans les arènes de l'environnement, les paiements pour services environnementaux (PSE). Nous montrons que les PSE ont été développés au Costa Rica dans un contexte et pour des objectifs précis, et que des entrepreneurs politiques vont en faire la promotion sur la scène internationale en les présentant comme des instruments de marché de la biodiversité. Pourtant, dans la pratique, les PSE recouvrent une variété de dispositifs dans lesquels les institutions étatiques et le cadre réglementaire ont souvent une place déterminante. Mais ces mécanismes de paiement émergent à un moment où les politiques de développement et de conservation sont à la recherche de nouveaux instruments.
