      This article explores issues facing the intelligence service in the U.S. The attitudes of people in the U.S. toward intelligence arise from a high standard of morality. During the cold war there was not much criticism of U.S. intelligence except on the radical fringe. Congressional criticism was restrained in comparison with attacks against intelligence in the media. As a result of congressional investigations the level of intelligence declined. Secrecy and the right to know are not absolutes which totally preclude each other. There is no real balance between the rights of the individual and the security needs of the nation.
