The article discusses declines in U.S. funding of international affairs research and education. Particular focus is given to foreign language learning in U.S. colleges and to the U.S. State Department's Title VIII Program for advanced language and cultural training on Russia and the former Soviet Union. The author is critical of the militarization of U.S. research funding. Other topics include interdisciplinarity, the U.S. National Security Education Program (NSEP), and the U.S. National Science Foundation (NSF).
