      Despite concessions to U.S. states that viewed the U.S. Federal Energy Regulatory Commission's (FERC) standard market design proposal as a power grab, the Senate Committee on Energy and Natural Resources slammed the door on the revised proposal when it approved its version of a comprehensive energy bill on April 30, 2003. Legislation proposed by U.S. Senator Pete Domenici, the panel's chairman, would bar FERC from finalizing any related plan until July 2005. The bill is expected to be sent to the full Senate for debate in May 2003, but differences with a House energy bill would have to be reconciled before the measure can be signed into law.
