- Abstract:
The article presents the September 17, 1787, letter sent by George Washington, President of the Federal Convention to the President of Congress, which accompanied the Constitution. Washington asks Congress to consider the submitted Constitution, talks about the difficulties in constructing the Constitution, and mentions the goal of consolidating the union of American states. The federal government is empowered to make war, peace and treaties, as well as regulate commerce, levy money, and guarantee the sovereignty of each state.
