    • Abstract:
      The sports activities have been known within its legal framework to conduct of the public sports facilities. To this end, some privileges of the public authorities within the administrative mandate have been employed. This normative interaction between the State and the sports activities has been enshrined by the Iraqi legislator through the laws regulating sports, by adopting a system of prior administrative license to organize sport competitions and contests. clearly this system grants sports federations the competence of exercise some types of sports administrative control. The most important competence are compulsory sport liability insurance, prior medical examination for all athletes, anti-doping policy, administrative monitor on sports activities and imposing administrative penalties, in the event of violation of sports rules and regulations within the framework of participatory between sports bodies and public authorities.       لقد عرفت الحركة الرياضية ضمن إطارها التنظيمي إداء مهمة المرفق العام الرياضي، باستخدام بعض امتيازات واختصاصات السلطة العامة ضمن التفويض الإداري الممنوح لها، وهذا التفاعل المعياري بين الدولة والحركة الرياضية قد كرسه المشرع العراقي من خلال القوانين المنظمة للرياضة، باعتماد نظام الترخيص الإداري المسبق لتنظيم المسابقات والمنافسات الرياضية والذي منح الاتحادات الرياضية ممارسة بعض أنواع الضبط الإداري الرياضي والذي يعد من أهم مخرجاته التأمين الإلزامي من المسؤولية في المجال الرياضي والفحص الطبي المسبق لكافة الرياضيين ومكافحة ظاهرة المنشطات في الرياضة وصلاحية الرقابة على الأنشطة الرياضية وفرض الجزاءات الإدارية في حالة مخالفة القواعد واللوائح الرياضية ضمن إطار تشاركي بين الهيئات الرياضية والسلطة العامة.
