      Fihn disagrees, saying rather than compromising off the bat, the ban treaty aims to raise expectations - and to remind the world's most powerful governments that others disapprove: "Nigeria is the fastest-growing country in the world. Since the Nuclear Non-Proliferation Treaty (NPT) of 1968, five countries - the U.S., the U.K., Russia, France, and China - have been legally permitted to have nuclear weapons, while the rest are not. The ban treaty offers, in Fihn's view, a way for countries to express their condemnation of a system that gives a handful of nations a monopoly on nuclear weapons while the rest will only bear their consequences.
