- Abstract:
The main goal of the state's social policy is to combat poverty and improve the overall social background. Social policy should be based on the principles of social justice, social responsibility, social partnership and social guarantees. Correct social policies based on those principles represents the tool of protection of the above–mentioned values for the government. The paper provides statistical data of budgeted expenditures on social security from the state budget of Georgia during the 2009–2019 years. Expenditures are steadily rising, although poverty has declined in the early years, recent times the problem of poverty is still acute in the country. The paper concludes that the passive state policy implemented by the state does not produce long–term good results. It 'locally' solves a particular social problem, and in fact it requires a deep analysis of those problems. There should be created conditions for citizens to get out of poverty. Their interest should be to improve the social situation and not to wait for social benefits. The right economic policy of the state is the basis of an active social policy. It means creating equal and equitable working conditions for the population. The state should be focused on improving the well– being of the citizen through active social policy and not expecting their transition into the ranks of the socially disadvantaged population, so that they just will be able to pay off the debt with the little assistance.
