      The article focuses on a Memorandum on Spain, submitted to the President and Delegates, in the day the U.N. Security Council convened in New York. The Memorandum showed that Franco Spain not only was an enemy of the U.N. during the war, but even now, contrary to the State Department's recent assertion, constitutes a serious threat to peace and security. The decision of Poland to raise the question of Spain in the Security Council adds timely importance to a document whose intrinsic value is evident. For the first time since the Spanish Republic fell, the issue of Spain's future confronts the world as an immediate, inescapable challenge.
